Character Information:
[NOTE: I'm using the Japanese names for characters and locations, Hakai's English name is Unkeen. His wiki page is over here, but there's like barely anything there.

Run down of the entire plot, although it doesn't even include Hakai, but it explains a bunch of stuff better than I can. Also uses English names.]

To understand Hakai, you need to understand where he comes from, and in this case it's a person. All the way back in feudal Japan, Hakai -- along with four others -- was born from the negative emotions of a woman wrongly imprisoned for a crime she didn't commit. In his case, he's her anger personified. Eventually this woman dies while imprisoned and becomes a yokai herself. Hakai, as well as his "siblings," obviously do not hesitate to join her in her plot for revenge, seeing as they're pretty much just parts of her. They already agree and feel just as much need for revenge as she does.

For the next several centuries, Hakai works under his master Tokio Ubaune (Dame Dedtime) as one of her elite kaima yokai, using his powers to manipulate people's feelings and ruin the lives of humans and yokai alike. It's through this that Hakai helped execute his master's plan: By causing as much unneeded infighting as possible in order to take away other people's time and happiness, just as humans did to her. And Hakai was good at it. As time went on, it's eventually revealed that it's literally a contest between the elite kaima who can manipulate the most humans. Hakai regularly came in first to the point where it was just expected, proving his intense loyalty and just how much effort he puts into destroying other people's lives.

This is all the information we really get about this, as it's implied that he and the others are simply working in the background, biding their time and raising tensions.

Eventually all this meddling brings us to the climax of the game, where two warring yokai factions start really getting at each other's throats. These heated tempers are, again, thanks to Hakai and pals, who've been manipulating their emotions to ridiculous levels because it's eventually revealed this whole war started over a disagreement on manju filling. But it doesn't matter, the war proved to be a distraction enough and weaken a good chunk of good yokai, allowing Tokio Ubaune to roll out her master plan. A plan that Hakai shows to be very excited about.

While everyone's busy being stupid, Hakai's tasked with guarding one of many magical smog machines that creates a cloud that turns yokai and humans kaima-like. This plan actually succeeds too, but thanks to all the time travel this game has, it's up to you the player to undo the future that is Tokio Ubaune. You eventually find Hakai taking on Tsuchigumo (Arachnus) back in the past, but his power isn't enough to take down the elite yokai. But no matter how much they talk up how strong Hakai is, of course you beat him as well as all the others, and Hakai falls defeated, begging his master for forgiveness.

Not that it matters, Hakai is able to buy his master enough time to absorb enough power for one more big fight, but she's also defeated. Hakai and the other elite kaima never get to see her after that and end up splitting up, going into hiding.

Sixty years later (at least to him, again there's a lot of time traveling), Tokio Ubaune has a change of heart while she's imprisoned and becomes reborn as a much kinder yokai. The player is then tasked with finding the elite yokai and helping them out. You find Hakai in an old run down office, where he admits he's already aware of his master's new lease on life due to a connection they all share. He then confesses he has absolutely no idea what to do with himself now that his life seems to serve no purpose. You, the player, suggest starting by becoming friends, and although Hakai is hesitant and finds the offer confusing, his loyalty to his master means he's willing to give it a shot. After that is pretty much the point where I'm taking him from, where Hakai starts his journey towards learning about the power of friendship.

It's a kid's game...

Personality:
At first glance, Hakai comes off as the "big stoic" looking one, he's always standing up straight with his arms folded, the majority of his face covered so you can only see his eyes silently judging you. And for the most part, this is kinda right. He has a very polite manner of speaking and is even considered a sort of pseudo-leader of the elite kaima yokai.

But Yokai Watch is a ridiculous canon, and therefore Hakai is an equally ridiculous character. One of Hakai's biggest things is that he is literally the embodiment of a wronged woman's intense rage. Therefore he has a temper, one he's usually good about keeping under wraps, but it still spills over in its own way. When Hakai really starts getting worked up, his speech becomes more modern and he definitely starts to raise his voice. He can get sarcastic and snappy, as seen with his bout with Tsuchigumo. At the same time, he's somehow really good about not acting on it, as he claims he's been stewing in his rage after his defeat for sixty years, apparently waiting for the right moment to unleash it.

Which brings us to Hakai's other biggest thing, his love of destroying things. It's literally his name. When Hakai finally gets a chance to unleash his rage, it's go big or go home. He even tells the player he refuses to fight them if they aren't giving him their "full power," claiming it's more fun that way. Which is another thing, breaking stuff is just his way of having fun. Hakai becomes a completely different person at the chance to finally smash something. When Tokio Ubaune finally declares it's time to roll out their big master plan, Hakai starts cheering. He throws his fist into the air, chants, and celebrates, all because he gets to destroy. Obviously now that he's trying to behave, Hakai is restricted to "things that don't have feelings," but that won't stop him from getting excited. Just...don't hand him something you might consider valuable and everything should be fine.

Hakai's third biggest thing is his intense devotion to his master, Tokio Ubaune, ranking at the top of her elite kaima yokai. (Right after Kin and Gin, who aren't considered part of the elite group.) He puts 110% of his effort into pleasing her, usually coming in on top in her weird little "who can possess the most people" games, to the point where it's just expected he wins. Often referring to himself as the "best of the best," Hakai's loyalty is even commented on by his enemies, with Tsuchigumo stating that it's a shame all that devotion didn't get put to better use. In fact, it's because of his loyalty that Hakai bothers to change post game. The protagonist and Whisper use it as a kind of "Gotcha!" moment, stating that his loyalty is just too strong, that he has to hear them out about the reborn Tokio Ubaune wanting them to help him. He reluctantly admits that, yeah, that's true, and he can't turn them away even if he really really wants to.

So now Hakai's on the path of learning about the power of friendship and no longer being an evil minion. Which makes it kind of clear that he's neither good or evil, he just does what he's told. Even after you make friends with him, he says that a "good enemy" and then immediately corrects himself to "friend" is a good thing to have. This might suggest that he has a hard time telling the difference between the two. Speaking of, Hakai doesn't make friends on the spot, he's still a proud creature who loves power, and is only willing to make friends with people he considers his equal. Of course, considering you play as a twelve year old child who probably isn't as physically strong as the "incarnation of destruction itself," it goes to say that Hakai sees strength in different ways. Interestingly enough, despite his pride, Hakai doesn't see people stronger than him as a bad thing, in fact he sees it as a learning opportunity. Probably the best thing he gets out of this newfangled friendship thing is the opportunity to study other people's power and therefore improve himself. That being said, even though he's no longer allowed to ruin people's lives and has to try to get along with others, that doesn't mean Hakai won't defend himself. He won't start shit, but he will definitely fight back if he or one of his new pals need the help. Otherwise you...couldn't use him in the game.

In the end, though, behaving and making friends is more or less just a first step. Although this feeling is kept under check, Hakai can't deny that he has a crisis and that crisis is he finds his life not appearing to have a purpose anymore. He wasn't born like most yokai who are the ghosts of dead people or animals, or objects that just happen to come to life, he's the living embodiment of someone's anger and now that someone doesn't have that anger anymore. He's spent centuries in the background just going to town ruining other people's lives, and now he just has to stop and that's...different. But he's at least willing to try and is currently in his learning phase, so some bumps are to be expected. He still gets confused by acts of kindness and may even see them as a joke or a prank. (Although I do want to add, even though I'm pulling him before this canon point, he reappears in the third game and apparently works at a restaurant under his master alongside his kaima siblings. Pretty much suggesting he can absolutely adjust to a destruction-free, normal lifestyle. ...Which is exactly why I need to throw him in a game where he eats people, I guess.)

tl;dr mom said cut it out so Hakai went from "incarnation of destruction" to "cat that stares at you while it knocks something over"
